Hon. Matembe is an eminent advocate of women’s rights in Uganda. She was a Member of Parliament representing Mbarara district until 1989. She worked as a minister for ethics and integrity from 1998 to 2003, during which she formulated the government’s policy on corruption and helped set a standard of ethics for professionals in public office.
In 1995, she was a member of the Constitutional Commission that created the Ugandan Constitution. She was the former chairperson of Action for Development, Uganda’s leading women’s advocacy organization, an organization she co-founded.
She was a fellow at the National Endowment for Democracy in Washington, D.C, she received her LLB from Makerere University, Uganda and her LLM from the University of Warwick, United Kingdom.
